Traveling to Rwanda with your dog

Rwanda welcomes pet dogs, but entry is controlled by its own authorities — the Rwanda Agriculture and Animal Resources Development Board (RAB), the veterinary services, and the Rwanda Inspectorate, Competition and Consumer Protection Authority (RICA), with customs handled by the Rwanda Revenue Authority (RRA). No dog may arrive without an import permit obtained in advance and a RAB non-objection. Every dog needs a valid rabies vaccination and an international veterinary (health) certificate signed by a veterinarian in the country of export. Rwanda is not an EU country and does not recognise the EU pet passport as an entry document; it also does not operate an EU-style list of approved countries. Rwanda is a rabies-endemic country, so the rabies vaccination is treated as a core requirement for every origin. From Europe / the EU

There is no EU pet-passport shortcut into Rwanda: the EU passport is not a Rwandan document. A dog from Europe needs the import permit and RAB non-objection, a valid rabies vaccination (given 30 days to 12 months before entry), microchip identification and an international veterinary certificate signed by a vet in the country of export, ideally endorsed by the national official veterinary authority. No rabies antibody test is listed in the published conditions.

From a listed country

From other non-EU countries

Rwanda does not operate an EU-style list of approved countries for pet entry. From any non-EU origin the same core requirements apply: import permit, RAB non-objection, rabies vaccination, microchip and international veterinary certificate. From the United States, for example, the certificate must be issued by a USDA-accredited veterinarian and endorsed by USDA-APHIS; note that APHIS does not publish a dedicated Rwanda page, so work from Rwanda's own conditions.

Whatever the origin, Rwanda's framework is the same: apply in advance for the import permit and RAB non-objection, carry a valid rabies vaccination, microchip and international veterinary certificate, and present everything to the veterinary officer at Kigali International Airport (or a named land border). Arriving without a permit or the required certificates risks refusal, further examination or return at the owner's expense.

What happens when your dog reaches Rwanda depends on your permit and the certificates you carry.

  • Enter at a designated point of entry — chiefly Kigali International Airport for air travel — and present the original import permit, the RAB non-objection, the rabies vaccination record and the international veterinary certificate.
  • Give the veterinary services advance notice of your arrival so an officer is available to inspect your dog; the dog must be free of signs of disease communicable to humans.
  • Customs clearance is handled by the Rwanda Revenue Authority (RRA); RICA carries out import inspection of the consignment at the entry point.
  • A dog not in apparent good health, or arriving without the required documents, may be examined further or held at the veterinary officer's discretion.

🚫 Restricted dogs

Rwanda's published import conditions control entry through the import permit, the RAB non-objection and health requirements, not through breed. We found no national breed-specific import ban in the official conditions.

Category 1

No prohibited-breed list: the official Rwandan import conditions do not name banned breeds. A compliant dog of any breed can be imported once the permit, RAB non-objection, rabies vaccination and veterinary certificate are in order.

Category 2

Rwanda does apply national dog-ownership rules on its territory — including registration of dogs with local authorities and annual rabies vaccination — reinforced by RAB. These are domestic ownership and public-health rules, not breed import bans.
