Traveling to Kuwait with your dog
Kuwait does not use the EU pet-travel framework — it applies its own scheme run by the Public Authority of Agriculture Affairs and Fish Resources (PAAF). Before your dog travels you must obtain a pet import certificate from PAAF, submit a written request with the pet's and the sponsor's details, and carry a valid veterinary health certificate signed by a licensed veterinarian. Your dog must be vaccinated against rabies between 30 days and one year before arrival, and the health certificate must be dated within 30 days before entry. The exact path depends on the country your dog is travelling from and its animal-health history. PAAF does not publish every detail online — some points (a rabies antibody test, a restricted-breed list, a minimum age, quarantine) are decided case by case — so this guide states clearly what is officially documented and what you must confirm directly with PAAF before you book.

Country with an agreed Kuwait certificate
Some countries have an agreed model Kuwait dog/cat health certificate. The United States, for example, uses a specific certificate: the dog needs identification recorded on the certificate, a rabies vaccination given between 30 days and 1 year before arrival, and a licensed veterinarian's certificate dated within 30 days of entry (USDA endorsement is not required for pet dogs and cats). You still need the advance PAAF import certificate and the written request. Kuwait does not run the EU pet-passport scheme, so an EU passport alone is not sufficient.
Other countries — confirm the applicable certificate
From countries without a widely published Kuwait model certificate, the applicable health-certificate wording and any additional test are set by the exporting country's veterinary authority together with PAAF. Some origins may require more before PAAF issues the import certificate. Because these details are not published online, confirm the exact document set with PAAF, and have the certificate issued and (where the exporting country requires it) endorsed by its government veterinary authority.

If your dog travels from, or has recently stayed in, a country subject to animal-health restrictions, or if the import file is incomplete, PAAF may delay or refuse the import certificate. Kuwait applies veterinary import controls in line with regional practice, and the position changes with the global animal-health situation. What happens when your dog reaches Kuwait depends on your PAAF import certificate and the documents you carry.
- The PAAF pet import certificate must be obtained before travel and be valid on the day of entry.
