Luxair is explicit: the only ground for refusing a dog in the cabin is its classification as a fighting dog, not its muzzle. A pug or a Shih Tzu under 8 kg therefore flies in the cabin. Note that Luxair lists the Chihuahua among its flat-faced breeds — unusual, but that is what the source publishes.
