Country entry guide · Middle East
Traveling to Qatar with your dog
Qatar allows pet dogs, but entry runs through the country's own scheme, not the EU framework. Every dog needs an import permit obtained in advance from the Animal Resources Department of the Ministry of Municipality before it travels. On top of the permit, your dog must have an ISO microchip, a valid rabies vaccination, other core vaccinations and a government veterinary health certificate. Dogs coming from countries Qatar treats as higher-risk for rabies must also pass a rabies antibody test before travel. Personal import is limited to one pet per year, and permits are normally issued to residents. Certain dangerous breeds are banned. The exact path depends mainly on the country your dog is travelling from. This guide explains the permit, the tests, the age limits, the yearly quota and the banned breeds so you know what to prepare before you book.

⚠️ Important
- MyDogCanFly provides general information — not veterinary or legal advice.
- Only a veterinarian can confirm the exact procedure for your individual dog.
- Requirements depend on: the country of origin, previous travel history, identification, vaccinations, the itinerary and the travel date.
Always consult your veterinarian before booking your trip.

🧭 How your dog's entry requirements are decided
The exact documents depend on three things — Qatar (your destination) is only the first.
- 1 Country of destination — Qatar★★★★★
Qatar runs its own scheme: an advance import permit from the Ministry of Municipality, an ISO microchip, a valid rabies vaccination, core vaccinations and a government health certificate are always required. Certain dangerous breeds are banned, and personal import is capped at one pet per year.
- 2 Country of departure★★★★★
Whether your dog leaves a rabies-controlled country or a country Qatar treats as higher-risk decides whether a rabies antibody test is required, and origins Qatar does not accept may block import altogether.
- 3 Countries your dog recently stayed in★★★★☆
A recent stay in a higher-risk country can trigger the antibody test even if you fly in from a low-risk country. Your dog's real origin and history count — not only the last airport.
So read the requirements below as Qatar's framework, then confirm your dog's exact origin, rabies-risk status and history with your vet before applying for the permit.
✅ Entry requirements
| Requirement | Required? | When | Exceptions | Official reference |
|---|---|---|---|---|
| Import permit (Animal Resources Dept.) | Required | Applied for in advance to the Livestock / Animal Resources Department of the Ministry of Municipality, once all health terms are met; the permit is valid 30 days from issue. | Permits are normally issued to residents; visitors during major events apply through the Hayya-card pet permit service. | Hukoomi — Apply for import permit for cats and dogs |
| ISO microchip | Required | Permanent microchip compatible with international standards (ISO 11784/11785), implanted before the rabies vaccination; the chip number must match the health certificate. | None — identification is mandatory for every imported dog. | Hukoomi — Apply for import permit for cats and dogs |
| Rabies vaccination | Required | Given at 12 weeks of age or older; for a first vaccination at least 21 days must pass before travel, and the vaccination must be in date. | The microchip must already be in place; otherwise the animal is re-vaccinated. | Hukoomi — Apply for import permit for cats and dogs |
| Rabies antibody test | Conditional | Required from origins Qatar treats as higher-risk for rabies: blood sampled after vaccination at an approved laboratory, showing a protective level (internationally at least 0.5 IU/ml). | Not required from rabies-controlled origins. The exact accepted origins and any waiting period are set by the Animal Resources Department — Unknown from published sources; confirm with the authority. | Animal Resources Dept. import health terms; Hukoomi |
| Other (core) vaccinations | Required | Dogs must carry current core vaccinations against distemper, hepatitis, leptospirosis, parvovirus and parainfluenza, recorded in the vaccination book. | None documented for dogs. | Animal Resources Dept. import health terms |
| Government veterinary health certificate | Required | Issued by the competent government veterinary authority of the exporting country shortly before travel; records the microchip, vaccinations and the dog's fitness to travel. | None — an official certificate must accompany every dog. | Hukoomi — Apply for import permit for cats and dogs |
| Minimum age / puppies | Effectively older puppies only | A puppy must be at least 12 weeks old to be vaccinated against rabies; where an antibody test applies, the practical minimum age reaches several months. | Younger puppies cannot meet the rabies requirements and cannot be imported. | Animal Resources Dept. import health terms |
| Maximum pets per person per year | Limited | Personal import is limited to one pet dog or cat per person per year. | Larger or commercial movements fall under separate rules, not personal import. | Animal Resources Dept. import conditions |
| Border check / port examination | Required | Animals are examined on arrival against the permit, microchip and health certificate at the point of entry. | None. | Hukoomi — Apply for import permit for cats and dogs |
| Quarantine | Not routinely required | — | Non-compliant or higher-risk animals may be held, refused or returned at the owner's expense. | Animal Resources Dept. import conditions |
| Banned / restricted breeds | Prohibited | Import and possession of listed dangerous dog breeds is prohibited without a prior licence under Law No. 10 of 2019. | A special dispensation from the Ministry of Interior may be sought for a proven family pet; without a licence, penalties include prison and fines. | Law No. 10 of 2019 (possession of dangerous animals); MoECC |
🌍 Rules according to your dog's origin
Rabies-controlled origin — no blood test
If your dog leaves a country Qatar treats as rabies-controlled, it needs the import permit from the Ministry of Municipality, an ISO microchip, a valid rabies vaccination, current core vaccinations and a government veterinary health certificate. No rabies antibody test is required. The dog must be at least 12 weeks old and identified before its rabies shot.
Higher-risk origin — antibody test required
From a country Qatar treats as higher-risk for rabies, add a rabies antibody test: blood sampled after vaccination at an approved laboratory, showing a protective level (internationally at least 0.5 IU/ml). The permit, microchip, vaccinations and government health certificate are all still required, and the practical minimum age rises to several months. The exact accepted origins and any waiting period are set by the Animal Resources Department.
Origin not accepted, or banned breed
Qatar authorises imports only once its health terms are met, and origins it does not accept — or dogs of banned dangerous breeds — may be refused or require special approval. A banned breed needs a dispensation from the Ministry of Interior. Confirm your dog's origin and breed with the Animal Resources Department before making any plans.
🛬 Arrival
What happens when your dog reaches Qatar depends on your permit and the country you flew from.
- The import permit must be issued by the Ministry of Municipality before you travel and be still valid (30 days) on the day of entry.
- Animals are examined at the point of entry against the permit, microchip and health certificate.
- Carry original documents, including the government veterinary health certificate and vaccination book.
- If documents are missing or invalid, or the breed is banned without a licence, the animal may be held, refused entry or returned — at the owner's expense.
- Personal import is limited to one pet dog or cat per person per year.

🚫 Restricted dogs
Qatar regulates dangerous animals under Law No. 10 of 2019 on the possession of dangerous animals, enforced by the Ministry of Environment and Climate Change (MoECC). The law classifies a list of dog breeds as dangerous and bans importing, exporting, trading, owning or walking them without a prior licence, on pain of prison and fines.
Banned dog breeds under the regulation include: Doberman, Rhodesian Ridgeback, American Staffordshire Terrier, American Pit Bull Terrier, Boston Terrier, German Pinscher, Staffordshire Terrier, Bull Terrier, Ca de Bou, Canary Dog (Presa Canario), Dogo Argentino, Brazilian Mastiff (Fila Brasileiro), Spanish Mastiff, Neapolitan Mastiff, Bulldog, Bullmastiff, Old English Mastiff, Dogue de Bordeaux, Boxer, Great Dane, Rottweiler, Shar Pei, Cane Corso, Kangal, Tibetan Mastiff, Caucasian Sheepdog, Ovcharka and Alpine Mastiff — 28 breeds in all, plus their crosses.
There is no lighter 'permitted with conditions' category for these breeds at import: they are banned outright. A special dispensation from the Ministry of Interior may be sought to import a banned breed only as a proven family pet, subject to the authority's approval.
Because a dog that resembles a listed breed risks refusal, confirm your dog's breed and any cross before applying for the permit. The dangerous-animals list can change; verify with the MoECC and the Animal Resources Department.
